I don't know if newspapers had carried this report which is pretty old, but I found this in the agency libraries.

Don't deny arms licence even if one possesses a weapon: HC

Allahabad, Nov 4 (PTI) The Allahabad High Court today ruled that the licence for a firearm should not be denied to a person merely on the ground that he or she was already in possession of a weapon.

The ruling was given by Justice Shishir Kumar on a petition filed by Sunil Shukla, an advocate, whose application for a licence for a pistol was rejected on the ground that he was already in possession of a 12 bore double-barrel gun.

The petitioner had challenged order of the Jhansi District Magistrate, passed in December last year, rejecting his application for the licence for a second firearm.

The petitioner had contended he owned a sizeable property and needed a pistol as carrying a double-barrel gun causes great inconvenience to him as well as others.

Allowing the petition, the Court observed "the application could have been rejected only on the ground that the police report was not in his favour or that he had misused the weapon already possessed by him."

"If the law does not prohibit obtaining another arm licence, it should not have been refused," the Judge said.

Somehow the courts are more sensible than the Babus of the administration.
Todays TV news showed more than 500 people have applied for license in a city in eastern UP. The sudden rush has made the babus to re-think.

On an average 10 arms license forms are submitted daily in allahabad. The percentage of new arms license issued since past 3 years is 1%. Our Cheif Minister Behen Mayawati is against issuing of arms license and there is a rumour that she has instructed all the disctrict magistrates to not issue an arms license. Only death case license is granted in allahabad, that too after all the harassment & formalities done like a new license.

When a new arms license forum is submitted in allahabad, one has to pay Rs 1050, 500 for allahabad Rifle Club (which dose not exists), 500 Rs for encouragement of Sports (God knows what is this :roll: ), & Rs 50 for a sticker of some monogram on it. When all these formalities is completed then you have to stand on the arms clerk's window and keep on calling him "bare babu.. O bare babu" Then he will look at you with his mouth full of paan or gukta and will talk to you with his eyes :lol: , you will submit your file with bribe to him, without bribe your file will not be accepted. When the file is accepted then you have to run from pillar to post to get your police report done, there also you have to bribe on each and every stage. When all the reports have been in your favour and your file reaches at DM's office then you have to find some source through some bribe taking netas (politician) to get your license done.

Disctrict Magistrate dose'nt even bother to talk to aspiring arms license holders. Our policy makers are a piece of shit, due to their policies we are suffering and corruption is on its peak.

Why we Indians are still treated like slaves ? Why we have the old arms act which was made by britishers for indians before independence ? Government should abolish the exsisting arms act and should give us right to keep and bear arms. We don't want to get treated as we used to get treated before independence.

I have a pretty good experience in handling these babus. I have never given a single penny to them and all my work is also done, but it takes time as the super fast service is only provided to those who bribe them. :wink:
